September packed a lot in. OpenAI declared the "AGI era" with GPT-6 Astra, the EU AI Act's enforcement regime went live, and Apple made a surprising pivot — Siri will run on Gemini instead of ChatGPT. Here's what happened and what to expect next.
Frontier Model Releases
The labs were busy this month:
- OpenAI shipped GPT-6 Astra on September 3, debuting it live on the ThursdAI stream. Greg Brockman told reporters "welcome to the AGI era." Benchmarks: 99.9 on ARC-AGI-3, 97.6% on FrontierMath Tier 4, 72.6% on OSWorld 2.0, 92.7 on ScreenSpot Pro — trained on 100K+ GPUs. GPT-6 Sol and Luna followed on September 22.
- Anthropic released Claude Fable 5.1 & Mythos 5.1 on September 1 (Terminal-Bench 4.0 up to 55.8, 75% cheaper cache reads), then Claude Opus 5.5 on September 22.
- Google DeepMind pushed out Gemini 3.8 Flash and Gemini 3.8 Flash Cyber on September 2 (HLE-Verified 54.9, 1M context), with Gemini 3.8 Live arriving September 15 and TTS variants on September 23.
- Meta AI shipped Muse Spark 1.3 on September 2, tying GPT-5.6 Sol and Grok 4.6 on the AA Intelligence Index, plus Muse Voice Transcribe for streaming ASR.
- xAI launched Grok 4.7 on September 21.
- Alibaba Qwen updated its API frontier with Qwen3.8-Max-0902 (September 3) — 2.4T parameters, 1M context, claimed #1 on Code Arena.

Policy & Regulation
Governance caught up with the hype this month. The EU AI Act enforcement regime went live on August 2, with the European Commission's AI Office and national authorities now enforcing general-purpose AI model rules, transparency obligations, and prohibited practices. Over 180 organisations signed the Code of Practice on transparency of AI-generated content — chatbots must disclose they're AI, and deepfakes must be labelled. High-risk rules are postponed to December 2027; regulated-product integration to August 2028.
On September 22, EU lawmakers pressed the Commission to propose an AI Liability Act, arguing the current Act doesn't cover the AI testing phase. Several high-profile cybersecurity breaches attributed to AI systems added urgency.
California Governor Newsom issued Executive Order N-9-26 on September 18, accelerating independent oversight and pushing toward an AI "kill switch" for frontier systems — building on his March 2026 Executive Order N-5-26 on responsible AI procurement. South Korea also announced plans for a free national AI chatbot, joining a growing list of governments treating AI access as infrastructure.

Market & Corporate
The business side shifted just as fast. OpenAI's IPO solidified its September 2026 listing target — pre-IPO filings showed $2B/month revenue ($24B annualized), a projected $14B 2026 operating loss, and an $852B private valuation from March. Goldman Sachs, Morgan Stanley, and JPMorgan are bookrunners.
Meanwhile, Apple sued OpenAI for trade secret theft while confirming the new Siri (autumn release) will use Google's Gemini instead of ChatGPT. That's a significant shift in the consumer AI landscape. The EU also deployed the EPGenAI Hub for MEPs, alongside the Current AI nonprofit ($400M public infrastructure fund, $100M from France). Samsung integrated ChatGPT, Gemini, and Claude into its DX operations.

What to Watch in October
- OpenAI IPO — The September listing could be the largest tech IPO since 2019. The $852B valuation and $14B projected loss will be the headline questions.
- GPT-6 ecosystem — Astra, Sol, and Luna all shipped in September. Developers will start stress-testing whether the GPT-6 family lives up to the AGI claims at real scale.
- EU AI Act compliance — Enforcement went live August 2. The first major compliance actions or fines will set the precedent.
- Apple Gemini pivot — The autumn Siri release tests whether Gemini can compete with ChatGPT in the consumer market.
- AI Liability Act — If the EU follows through, liability rules covering the AI testing phase could reshape how labs build and deploy models.
